Symptoms;
When trying to Drive a locomotive using in Cab control the levers have no effect and the locomotive will not move;
Cause;
There are two possible causes;
1) The lead locomotive has no fuel added and has not been started.
2) The lead locomotive has fuel but has not been started.
Solution;
1) Ensure you add fuel in surveyor to the locomotive as shown in this tutorial (http://www.worldoftrainz.com/Pages/Tutorials_TRS2006/TRS2006IndustrySurveyor.htm).
2) Start the locomotive either using the manual controls or the driver command as shown in this tutorial. (http://www.worldoftrainz.com/Pages/Tutorials_TRS2006/TRS2006StartSequence.htm) NOTE; Fuel must be added in surveyor or the locomotive will shut down again.

This behavior is a design feature that mimics prototypical behavior. It can be turned off in surveyor.
